Justice Markandey Katju writes: Arvind Kejriwal, chief minister of Delhi, was arrested on March 21 by India’s Enforcement Directorate (ED), in connection with an alleged liquor scam, and since then he is in custody. The question is whether he can continue as the Chief Minister, and run the government from jail? Theoretically, there is no bar.
