Anil Swarup column: What should Modi 3.0 do?

During my stint as Secretary, Government of India, from 2014 to 2018, on every occasion that I met PM Modi in a meeting or informally, his focus on technology was unwavering. He emphasized the need of technology for driving the development of the country. Rightly so. It is therefore surprising that all Ministries in Government of India haven’t taken even the rudimentary steps towards use of technology.

Why are there hard files on the tables of the officers and such files being carried around in the corridors of government offices? Will Modi bring about a change? Will he push his own secretariat to adopt technology to speed movement of files, papers and decisions?

Anil Swarup column: Challenges before the Modi 3.0 government

As the results of the 18th Lok Sabha elections came trickling in, it was clear that the ‘silent’ voter had spoken quite strongly with the real winner being India’s democracy. According to CSDS-Lokniti’s post-poll survey, a drop in satisfaction levels with governance, the stagnating popularity of Prime Minister Narendra Modi, the resilience of regional parties and the rejuvenation of the Congress Party and the fading of Hindutva for marginalized sections in the Hindi heartland contributed to BJP’s reduced majority in this election.
